The two layers answer different questions. Account level communicates access to gear and skills, while each deployed Responder develops an identity that can be lost on death.

Use account level to understand what the profile can access across new recruits.
Treat a developed Responder's skills as part of that character's risk budget.
Do not spend heavily on a build before deciding which difficulty and squad role it is meant to serve.

Build for a squad job

Match a reload perk to the firearm family you expect to carry instead of planning around ideal loot.
Balance damage or speed choices with stamina, control, healing, and the team's shared resources.

Use rerolls carefully

Credits can be spent on skills and loadout items, so every reroll competes with other progression choices. The 1.0 plan lowered reroll costs to encourage buildcrafting, but the live UI owns the current number.
